Design and Art are two different things
Art needs talent and i believe this is something people naturally porn with, talent usually maintained and improved with experiments.
Design needs skills, and you have to learn Design skills and knowledge, people do not porn with that kind of know-how, and if we come to distinguish what is Design and what is Art, Design is required by someone (maybe client, business or social needs) this is why Designers need to study science (optical, mathematics, materials, ergonomics, technology ..etc, while Art work do not have to be required by someone except the Artist, the Artist need to express himself, and bring out expression through an Art form.
I think each person is born with some specific skills. The parents, education & environment are the most3 reasons that enhance these skills or kill them
BOTH ...YOU BORN WITH THE TALENT ..BUT U HAVE TO IMPROVE THE SKILLS

artistry is the ability to express oneself through art in any medium or canvas
creativity is the ability to create or to solve something or to come out with a plan to solve a problem
designing is the ability to execute your plans or the solution to a problem

being artistic is mostly inborn
designing can be learn just like creativity.
A person is born with artistic skills because something is inside which boost him to create art then he enhance his skills with learning.
He learn to design his art to make his work attractive.
it is born with and can be develop through your imagination
If you want to enter this field you need to be talent that differentiate you from others and that entitles entry But if it is taken you need to learn to become pregnant by a professional. the talent give you the ticket for entry but professionally you need to learn
