Capitalizing on the latest technologies are not always the most sound financial judgements . It is very important to understand the type of technology that is needed and the lifespan of the the need . Since technology is advancing by the hour , it will not be practical to have an open ended budget for the latest technology . Having the latest technologies could also put your business at risk because the business may not have the internal skills to support these technologies . Entrusting your entire infrastructure to a vendor carries high risk particularly when you believe that the vendor has the necessary skill sets to support the technologies yet they do not . I have come across an international vendor known as the "green mamba's " that implemented a fiber optic monitoring system costing millions that never worked . The municipality spent millions on this well known vendor on technology but this green triangle vendor only sold dumb boxes of metal that were not configured . Vendor per-sales consultants work on a commission basis and always try to do the overkill on technology sales .

5. Low skills and professional approach of the system integrator when project is on design stage
proven they work. CCTV is effective if maintained correctly in a time when security is so important, also visible a deterrent Switches and cables ie direct connectivity rather than broadband is often more reliable and secure.
Because almost everyone wants save a money and invest minimal to the IT network.
For cost cut, ease of maintenance and also they do not rely on wireless , fear of interruption and complexity to manage and lack of skilled employee availability to operate and manage. Fear of external threats to data and lose of control on system.
I think it's a matter of habit

they are Budget Minded or they don't believe in technology.
constant Security physical presence is always considered as a high cost in every company budget planning, so the alternative is security system installation; yet every security consultant/manager who is incharge of planning and choosing the system and its configuration and functions; will always fall under lots of pressure to reduce cost, so usually the safest way is to chose the lower cost equipment and hope for them to function properly.
simple answer is that every person needs security now these days and no one can hire a security guard for full day and night duty. so thats why, and low budgeting is also cause of it too...
