It could be based on the type of department and its requirements as per the Management .

-       Review carefully the requirements from the top management

-       Note which type of department need to enlarge , for instance it is legal department then it is different from sales department, the requirements totally different, so that we have to see the type of department.

-       Since the department is already there and just looking for enlargement , then no need too much change of administrative procedures since you have it already. Just refresh or you have to focus on bench-marking practice in the least case.
