It can be seen by the behavior of workers, how they respond to your health and safety programs. A positive health and safety culture is achieve when people followed rules and regulations without you telling them. It means that they are not only listening to you from one ear then comeout in the other ear, there is corresponding change in behavior.

1. First you have to create a methodology for your assessment.

2. Define your objectives.

3. Develop a simple questionnaire (one size fits all)

4. Distribute the questionnaire to all personnel

5. Analyze the questionnaire compare against your objectives / current HSE culture in place.

6. Make recommendations if any

7. Develop an action plan if any

Organizational culture is very complicated factor should organization has , anyways , healthy and safety comes when the leaders implementing the view and manage their team by healthy managerial methods.

in the meanwhile, determine objectives in transparent way , share the goals with team and learn the employees what the kind of culture their organization has.

this way we will create healthy,safety,and sold environment inside the organization.

Number of Injury/Near Miss Incidents. Less means healthy environment. More means the other way around.

If in a production environment, productivity can also be a measuring factor.
