Saying "whats the best IT service management tool" is not practical. As you know, there are so many IT Service Management Tool developed to serve the companies in many different ways.
Hence, I suggest that you analyze couple of those tools (advantages and disadvantages), i.e, ManageEngine Service Desk Plus, JIRA, ZenDesk, Spiceworks, etc... then choose whats best for your company. Keep in mind that a good tool for my company might not be good for yours :)
ZenDesk or Spiceworks, if the business scope is small and simple. For more complex environments, HP Openview Service I heartily recommend.

If the budget is not an issue and the operation is big and complicated, you can go for HP Openview service desk, BMC service desk., or Landesk service desk
To save some money, you can choose any SaaS version of the above. Personally, I'd recommend HP Service Anywhere (the SaaS version of HP service desk).
If the operation is not complicated, you can check Zandesk.
If there is no budget, you can check OTRS or Spiceworks. Both are free ticketing systems.
