As an HR manager in A company your boss is asking you to terminate Y employee without giving any reason, how you will deal with such cases?

your boss even not givening you the chance to ask the reason for termination ,just he want y employee to be tarminated,exlain all steps you will take to this case?

First and foremost the organization is bigger than the individual and its policies and structures should conform with the law. The HR manager is the internal expert and custodian of policy and has the responsibility to ensure that it conforms with the law. Most regimes have modeled disciplinary process based on ILO Convention No. 158 and Recommendation No. 166 concerning termination of employment. It sets out the minimum requirements of a fair termination as 

1. There must be a valid reason

2. The reason must be fair

3. Procedure must be followed.

Any HR manager worth his salt should uphold this doctrine as deviation can lead to unnessesary and costly litigation to the detriment of the organization not withstanding the unwelcome negative publicity.

In my opinion ,  HR manager in this case without clarifications from top management , should meet the terminated employees and inform them " what is the TOP management decision " to not let them blame you at the end.
