Very well said by Viorel Dumitrache It’s project manager who makes documentation and his experience that makes a good documentation and pushes the project to a successful completion
It seems to me quite clear that a PM that has delivered previously a similar project has already a set of skills, knowledge, procedures that may be applied and deliver proper results. Just project documentation is not enough, as this will imply that Project Management is strictly a bureaucratic activity, which, in my opinion, is not. An ideal PM knows very well the technologies and concrete field steps to carry out the project, and check them from time to time. It's, however, true, that a miss in documentation may lead to disastruous consequences, hence documentation is extremely important.
Project documentation is just a very small thing in managing project , so the project manager should have firstly the enough experince to manage the project
