Why don't employers from the Middle East prefer employees from Europe?

I personally didn't know this was an issue.
What I imagine is that for each post filled by a foreigner, Middle Eastern employers see an opportunity for advancement taken from a national.
I can understand this sentiment, but if this is a post filled to help with strategies to aid in eventual emiratisation for example, it is a proper investment.

it's not true , they like to have the Europe employees but they think in the salary amount sure the Europe employees will take a high salary so they prefer any arabic employee who studied in Europe more 

Localization is the right of any country, cuts unemployment and they are doing it the right way.
But, i think Middle East is far better than any other regions in the world when it comes to work environment.
I don't see any bias as mush as I see in other parts of the world.
It's truly multi-cultural and I see respect everywhere.
