Generally to make a proper lifting plan, you will have to take into consideration the following points :
1- Conducting a proper site survey ( area of lifting ).
2- Risk Assessment Shall be done.
3- Determining the classification of the lifting type, weather it's a routine or non routine lifting.
4- Planing and carrying out of routine and non routine lifting.
5- Assigning the responsibilities of competent persons (operators, riggers, and signalman ).
6- proper description of the loads.
7- Cranes selection Criteria.
8- Crane sitting and lifting study.
9- Ground and surrounding conditions.
Those are the most important items shall be taken into consideration in, and within doing the lifting.
Crane Lifting (Vertical Installation) - Tandem Lifting of 2 Cranes, where Crane 1 will lift on its Main Lifting Points then Crane 2 will lift from the Load Tail Point. Where at most, equipment being lifted is at horizontal position, 2 Cranes will be Upending the load to Vertical Position.

To make a lift plan for tandem lifting
First thing is to consider is the area of lifting ie, positioning and selection of crane, near by utility services and buildings, ground conditions, Wind speed etc..
Secondly consider the load which is going to be lifted ie the weight, complexity, irregularities etc...
Thirdly consideration should be given of the lifting tools and tackles, ie the third party certificate for lifting, slings and shackles, wire ropes etc..
and finally we need to consider the competency of the lifting team Effective communication must be established and maintained between all people involved in a tandem lift.
The lifting plan is to be done by the specialist lifting company, you cannot just make a plan. The lift to becomes successful requires by law to be professionally planned.
