Are punitive actions encouraging for employees failures or overcoming such failures by coaching, training and developmental exercises are preferred?

Punitive action is an easy way to get rid of failed employees viz a viz to a Hercules task of overcoming failures by coaching, training and developing.

Employee discipline begins with continuous awareness of policies and procedures;  why they are required and how it will help organisation and employees in the  long run.  where there is opportunity of developing employees , should be undertaken and where  there is need to take any action, appropriate action be taken after sufficient consulting.  So long as end result does not result in any impact to organisation,s image and justifies action.

It depends on case. But, generally improvement preferred from punishment, as the punishment cause - fear, stress & anxiety!

Punishment is not a way to get rid of staff, but there will be policies and procedures are approved and work out and it is taking tough decisions to work out and everyone adhered to and the employee is otherwise contrary to the instructions and it is taking appropriate action against the employee

I had noticed huge response on types of punitive actions and it's surprising that not a single response on other options other than punitive actions for employees failures.
