Accounting deals with recording, summarizing, interpreting and reporting financial transactions.Accounting deals with financial transaction that have already happened.

Budget management aims to predict what will happen financially.

Budgetary accounting is typically used in government accounting and is not subject to the same provisions.  Budget management analyzes and provides oversite of costs and expenditures for a business.
