in this case the supervisor will be responsible and the manager will be accountable should anything happen, the contractor should be given the safe system of work that the company follows and the contract needs to comply with the safety standards.
The Project Director/Manager has overall accountability for the Project HSE Management System approach during the different phases of the Project, by meeting or exceeding Company and Contractor HSE expectations and objectives.
The Project Director/Manager will ensure that the Project HSEMS is adequately resourced and fully implemented across all worksites.
On a day to day basis, the Project Director/Manager delegates this responsibility to the Project HSE Manager/HSE Personnel who will provide assistance and guidance as necessary.
