Both are beneficial to an organization. Non of the organization wants to loose the experienced person unless there is a financial crisis. I would use word Intern instead of inexperience employee.

Interns are functional in the form of support and future backup candidate for an experience person.

Interns are paid less as compare to Experienced but can be a formal way of creating backup.

Experience employee need spare time to train an Intern unless the Intern is posted to do data entry work that generally require less time from experienced.
