As you are fresh graduate its important for you to get experience. At this stage do not look for pros and cons. At the moment getting experience has more weight-age then looking into pros and cons. Once you are in the market you will be able to find job relevant to your expertise. So go for it, do not lose opportunity.

I think earlier time to start as  a bid manager. Kindly read job description and try to test yourself whether you are able to to perform this role efficiently or not.  I would like to recommend you to find a relevant job to increase  your experience as an Electrical Engineer Graduate  for the Construction & Installation for the electrical equipment and then your experience will qualify you to achieve this job or other jobs efficiently.

I think it's a big yes because if indeed you as the company have a plan of expanding the business then where will the expert come from?,so employ fresher's,do value addition to their experience then tomorrow you wouldn't struggle to get staff

Its more about individual key interest, Bid Management role is the most eye catching in organization as it involves business/finance. I had been in Bid Profile and it has open avenues for me to work in other domains as well, the kind of knowledge individual can cater from the scope of work can be asset for him.

SO, I recommend early to start is worth.
