Man power turnover affects some performance measures much more than others, such as Customer Satisfaction and Quality showed large effects,Weaker effects found for employee attitudes, productivity and financial performance. The effects were greater when measuring performance soon after the turnover, rather than moderately far or far into future.
the man power turn over can be affected highly, b/c its take time to trained for the new comer employee
The test of an effective QMS system lies in its withstanding any amount of risks/uncertainties/conditions/changes.
The QMS itself builds up lot of methods/processes/implementations/procedures/testing aids.
Hence in my view Manpower turnover should ideally not matter if the ISO 9000 or equivalent procedures are well established and documented.
