What are the limits and restrictions of giving the priority to the local communities in any new economical opportunities around them?

the companies and business owners have definitely their perspective to this issue, what are the ethical standards to this issue from both perspectives owners and local communities, is their a contradiction some how between both perspectives and how to overcome this if it exist?

From my experience,you need to find the proper mix between supporting and engaging local communities as well as achieving the economic goals behind any project. When opening a new project or mall or any foreign business in a local community, it is natural that you recruit or participate members of this community to make them have a sense of ownership and participation, whereas when there is no participation from local community, there might be some tension or at least very low acceptance. The secret recepie is to engage the local community while keeping the economic targets reachable by also dealing mostly with experts in the feild. Hope my answer helps.
