Four times ,, as it develops land degradation , wasting of resources , limited development in both rural and urban settlements , lack of  power-plant development ( overall shortage of development)

there is no exact answer for that. it depends on many as:

-Morphology of the ground. (gradient)

-Soil permeability (in cities also there are Green Areas) according to soil layers.

Gone to a region - infiltration for the city to that of the surrounding area depends primarily on the extent of urbanization. Today, because of increasingly frequent - global climate and extreme weather anomalies, outdated sewage systems or their absence and cleaning stations -  lead to disturbance of the water cycle, the water resources dangerously are exhausted and permanently reduces their quality.
