In turbine design the nozzles where the steam enters in to the turbine blades area are facing the rotating turbine which are made from special alloy material then the rotor start moving the next blade is hit by the high pressure superheated steam and etc. until the turbine reached to the normal design full speed then can be synchronized or loaded.
