I'm willing to take an oracle financial track course, does anyone who works in this field know if this give me a push in finding job in dubai?

Yes, You can take an Oracle Financial Course but while searching jobs in Dubai or Middle East you have to show your previous records as an Oracle Financial. 

You can try as a fresher as Oracle Financial but it is difficult to find an opportunity unless you write certification OCA, OCP in Oracle Financial.
