I think all these labour, drawing & material are equally important,collectively these three elements only can built quality ships which meets the requirements to satisfy the inspection authority & owner of the ship.
I think labor is most important , specially when it comes to spaciality and expertise .
Where I work , because of lack or short of experts in different work categories , some problems are remained unsolved .
But problems in other areas like material and drawings are possible to be solved .
so i think in this respect Labor is more important .
Of course would be the drawing since the drawing of the ship lines and haw the connection of the plates and blocks determine what kind of material and the level of the labor for example if we are talking on the front ship parts the material should be stronger and the welding labor should be highly experience not as building the accommodation since the stress are less.

the drawing describe the steps of design,the shape of elements that used and connected to complete the shipbuliding and it make connection between workers they complete shipbuliding one by one
It would be the drawings because the material and labor will depend on it. How? Example, the drawing is incorrect, the material to be issued will be incorrect too wherein at labor if the drawing is incorrect the laborer will do the same error. The error would be fix by them which will cost extra cost of material and labor pay.
