I think it depends upon the other person who opines about the individual.

Basically if anyone without having prejudged kind of or influenced by others about some one, can never ever judge properly that individual as he is biased. Only a person with real live experience with other individual without any bias and on keen mind can only judge a person attitude or his skills rightly. I feel so. My 2 cents. Thanks.
