Your download speed depends on your internet connection. If you have a 1 Mbps connection your download speed will be limited to 128 KB/s (1Mb = 1024Kb; 1024/8 = 128KB). Similarly, if you have a 10 Mbps connection you will be restricted to a speed of 1.25 MB/s. These are the threshold values - you can get close to it, but never over it.
What you can do is utilise your connection more efficiently, which is what download managers claim as "increasing your download speed". So to better make use of your connection, employ a good download manager like Internet Download Manager or Free Download Manager.
