I think the strong password here is "TNA". Effective and efficient Training Needs Analysis, which aligned with the strategic plan of the organization helps in increasing ROI.

The quality of the Training plans can only resulted when the knowledge gained from the training programs by the employee is implemented in the day to day work. And the training manager can identify by keeping the check of each employee through his or her performance and work attitude after he has attended the training. Which will result the ROI.

First of all HR doesn't understand the meaning HR. Try to fix the time period of employees with in the fixed period of time only employ should work not before and not after this makes your organization on top level.
