For a network printer, is it better to give static or dynamic IP? why?

The best is static IP Address than Dynamic IP,because the Dynamic IP it changed and to go to another one. So we lost IP address

Of course the static IP is better. Because, when you want to use the printer you don't have to change the IP addresses of the devices in the office to be in the same range and subnetmask with the printer. In the dynamic IP case you will have to update the printer IP in all the devices connected to it in the office. So, static IP saves more time and avoid contradictions in the network.

Only solution is static IP, otherwise system will not recognize it to find the previously installed printer.
