I don't want to sound demotivational, but I suggest that you don't start a real estate company in Dubai nowadays for the following reasons:
1. The market is over saturated now with real estate companies
2. Prices of real estate is on a down slope and it's expected that it will keep going down till mid of next year 2017
3. I suggest that you make a strategic alliance with some of the top real estate companies here and find them international clients and get your share of the commission.
4. If you have enough capital to start a real estate company, I suggest that you use invest this capital in cash generating assets which you can keep long term.
real estate business have many sections such as properties management , real estate development and brokerage so which activity u are planning to start up ??
every one of those sections has certain plan so if u are developer u must check up RERA law and investment law in Dubai municipality and build your plan according to investment outlines.
if u are properties management u must plan to search for developers and owners make good relations with them
and if u are broker u must search for owners ,developers and other experience brokers office for help u
Most probably, the Company plans to be leveraged through private investment and a limited number of loans. To be able to prepare your business plan, you must do research on demographic groups and know and understand this market's need. You must clearly clarify your demanded activities, which could be a full service real estate, mortgage, title services - consultation, appraisal, sale preparation, community information, moving consultations and etc.; It will be just perfect as well if you find an attractive way to stay close with the clients and work on establishing of long-term relationship with them; Do not forget as well to be "a good friend" with other residential real estates. Not as a last point should be placed the existing capacity of the Company and the motivated and professional staff.
Once all above is precisely clarified, the Company can start preparing challenging business plan earning profit on the short-and long-terms goals. Good Luck ! :)

There are different types of licenses and various packages available depending on what business you want to do. In addition to Dubai, other Emirates are now aggressively inviting business owners to start their businesses (or open their branch offices). Since they are eager to invite businessmen to setup in their emirate, the fees and packages are usually much more attractive than the Dubai free zones (which are in more demand).
