Some people have the self-confidence, intuition, energy and intelligence to become natural leaders. Extroverts who have the need to influence others may also be natural leaders. But just because a person does not naturally have those personality traits does not mean he cannot work to develop those qualities to become a leader. Everyone is influenced by their environment -- family, peers, religion, education and social culture all determining leadership potential. Regardless of innate abilities, leaders can be developed.
Leadership GenesThere is a strong argument for inherited leadership ability. a genetic trait which they were able to correlate with leadership ability. While this trait may predispose some people to become leaders, that does not necessarily mean that others are incapable of filling that role. In fact, leadership skills can be learned.
Developing Leadership
With proper training, many people can develop leadership ability, Becoming aware of your strengths and weaknesses is a first necessary step. “The journey to leadership is first taking a look at yourself. Then you're ready to deal one-on-one, then you can take over a team, and then an organization.” Commit yourself to your leadership development by setting goals and sharing them with others who will support you. Other leadership skills that you can develop include adaptability to cope in a rapidly changing workplace, people skills to deal with generational differences and the ability to make decisions based on the best -- but sometimes limited -- information available.

Every person has the leadership qualities built in. They need to polished by education and experience in order to become a leader. But some times these qualities are not present but are acquired over time to become a leader.
My opinion is that it develops within us based on the circumstances and environment we come across in our life. Thanks.
It can be developed. To have leaders in the family is just a plus factor because you can learn from him/her. But if you are inclined to lead, you can actually hone your leadership skills.
A research firm, surveyed top leaders globally and found that the majority (52.4%) believed leaders were made, believing that leadership is more than just “genetics.” A minority (19.1%) believed that leaders were simply born. The remaining 28.5% believed it to be a combination of these factors – that leaders may have some intrinsic leadership skills (outgoing, intelligent and confident) but have also worked hard to gain valuable experience, perspective and knowledge to maximize their successes.
Is a personal attribute. But it can develop aspects of shortcomings.
