Information Technology helps the manager in the following ways:

1.     To gather all information from everyone quickly

2.     To compile information quickly and accurately

3.     With the help of IT tools, manager can analyze the data and propose for a solution

4.     The manager can disseminate the results/findings to all concerned quickly for necessary action.

5.     The manager can get feedback quickly from all concerned for necessary update. 

Now, with all the actions/activities as mentioned above, productivity goes up and this is reflected on the efficiency and effectiveness of manager

If IT works and the DB is properly feeded, it should help managers in their decision taking  process. However, considering the "Garbage in / garbage out" principle, it could misleading the process.

Only as much as the manager is actually using it. Consider the manager that does use spreadsheet software to run her calculations - she is more efficient because she can do her calculations very quickly, as opposed to the manager with a pen and paper. Even if the later has a helper - a secretary, an intern, hapless random employee to do her bidding - the process will still be significantly less efficient. Add to that the fact that today, information is the king - and every manager should digest as much data as she can. The most convenient way of doing this is by using IT technology: having a database, browsing the web, automatically resolving conflicting issues in calendars and PM software, up to the increasingly important Big Data. The more information a manager can get hold on (and use, of course), the more efficient she will be. The difference between an i-manager and an "old school" one might not be too big, though: if the process does not need much data (i.e. managing low-wage workers on some menial and repetitive tasks that barely change and/or use little to no technology), the difference would probably not be noticeable.

As a manager i must rise my techonological abilities and information to make the accurate dissision so yes it helps .

Yes it should  ! Nowadays using technology is an important factor in management and administrative tools. As long it is used in the appropriate way to achieve goals and develop processes, then it should make managerial roles more effective !
