I am with colleague Mohammad Ashraf opinion .

Dynamic websites are generally very good as you can change anytime the content of it, feed any updated news on it too. I think it looks best and good for me.  

Both are important in the same level, A nice website with no content is useless and a content without a good looking site is also useless.

I am not sure in what term you are referring. If it is information related website, i prefer google and wikipedia. Other than that there are lot of dynamic websites wherein you can write edit information, etc

I prefer dynamic websites too since you can add layers whenever needed.
