- Since the Hr manager is holding very critical Position which mainly be the role model for the ideal employee, there are core competencies that should the HR Manager fulfill :

The Core competencies : -

- Ownership and accountability

- Others Empowerment 

- Working with others

The most important for functional competencies for HR Manager is : 

- Organization strategic planning

- HR Analytic.

- Human development

The following are the three “core values” and three “Key/core competencies” that all staff members (from management to employee level) must have.I am mentioned core values separately so that key/core competencies are clearly visible. 

Core values” are beliefs and basic requirement umbrella or perimeter under which all employees shall work. Core Values are:

1. Diversity and inclusion (Respect all gender and race/nationalities working in the organization).

2. Integrity.

3. Commitment. 

Key/Core competencies are the behavioral traits that all staff members must possess to work in an organization. Key/Core Competencies:

1. Communication

2. Working with People

3. Drive for result 

In addition to core values and core competencies, the staff members will have another three or four functional competencies depending on their nature of work and specialization.
