Any possible event that may impact the enterprise can be considered an actual risk to the enterprise

Risks are measured in the terms of both likelihood and severity , The more the probobillty of occurence the higher the likelihood is , So actual risk could be the risk that has the highest probability of occurrence . It also worth saying that the other element that we use in ranking risks is severity which implies the impact that the threat has on an organization achieving its objectives.

The risk that the enterprise may not be able to operate/work as going concern in the long run is the actual risk.

Any event with a greater possibility than 0.1 that can cause a loss to the company is considered a Risk.
