hostname command is used to get the name of local host machine.

use nbtstat -a IP_Address or nbtstat -A IP_address - it uses NETBIOS to get required information from the PC.

- will give you hostname of the PC in the network, with Domain, user and mac address details. and also it depends on the Group Policy if system administrator disabled. Your user may required administrative rights to preform this function else it will ask you to elevate the user permission...

if we have ip addresses we can use either nslookup  ip or nbtstat -a ip.Hostname command will return your own PC name.
