It could be based on the type of business, construction company’s vision, mission and value statement could not be suitable for electrical company. Based on company business lines it could be reflected but rather in corporate organizations various top members of management would take the decisions on these statements together, not one single leader or managers.
In case of strategy, most leaders would accept successful market driven strategies where they could get good results.
From my experience, those statements are their importants on the on hand, but rather if we can provide quality service or supply to the clients your business would go up, no one will care this like statements on local market or no one has time to read these statements on website, everyone is too busy in everything of this modern world.

1. communicate a vision , mission and goals . and rally others around that vision , in doing so , the leader should be openly sensitive to the concerns of followers , give them resposibility and win their trust.
2. establish company values , these values include a concern for employees , for customers , for the environment , and for the quality of the company's products . when company's set their business goals , they're defining the values of the company as well

1. Organization is progressing vertically consistently.
2. Revenues are as planned / targeted.
3. The organization is able to retain existing customers and new customers contact for business themselves, which is resonance of customer satisfaction.
3. There is insignificant manpower turnover in the organization.
I would identify leaders of such organization as effective leader with high values, clear vision, he has targeted realistic mission and has sound knowledge of his business to have formulated correct operational strategy.
These factors should reflect the environment and goals of this company... They are about the infrastructure and law of the organization, therefore an effective leader should reflect them and lead people towards respecting them !
