What's the difference between HR policy and HR procedure?

In simple language:

 

HR Policies are the guidelines to be followed while executing any work, operation or transaction. Whereas, HR Procedures are the established courses of action to be followed while executing the HR Policies.

For example: If one wants to avail leave for any purpose in his organisation; according to the existing hr policies of that organisation - one must submit a written leave application to a competent authority.

The process of submission of leave and its sanction will be defined by the HR procedures followed in the organisation.

The Human Resources Policy Manual provides documentation of policies and practices established by the Board.

In case of any conflict between the HR Policy Manual and the Collected Rules and Regulations  (procedures), the Collected Rules and Regulations shall be deemed controlling in all circumstances.
