Can a planning engineer work as project manager in his absence? Who can be the best replacement for a project manager for a short duration?

If a project control manager is present at site, he is the best replacement for a project manager in his absence. If there is no project control manager, a planning manager or planning engineer who works on a resource loaded schedule should be entrusted with the responsibility. 

Having said that, experience does count. And, the responsibility can't be taken up by planning engineers with less experience.

in my view Site Engineer should have to take responsibility.

Site Engineer knows Execution of Construction Activities as per given scheduled time.
