HSE Plan should contain the following elements:

1- Statement of Safety and Health Policy (Management commitment).

Provide a copy of current corporate/company Safety and Health Policy Statement, detailing commitment to providing a safe and healthful workplace for all employees.

2-  Occupational Health & Safety Objectives

3- Safety Organization & Responsibilities 

  • Identification and accountability of personnel responsible for safety.
  • Lines of authority, Organizational chart
  • Policies and procedures regarding noncompliance with safety requirements (to include           disciplinary actions for violation of safety requirements) should be identified;

3- Administrative procedures (APs) , Safe Working Practice (SWPs)  & Risk Assessments

  • Requirements for the assessment of   risks to the health and safety of their employees as well as other people (e.g. adjacent contractors, visitors, suppliers, public, client) that may arise out of work activities. 
  • Arrangements for conducting a contract risk assessment at the beginning of the contract.
  • Requirements for the development of risk assessments/Job Hazard Analysis. 

4- Accident & Incident investigation and Prevention procedure

  • Requirements for the reporting and investigation of all incidents which caused death, personal injury or property damage.

5- Workplace health and safety inspections

6- Safety Awareness and Training

7- Safety award Program

8- Safety Meetings (compliance with the legal requirements) 

9- Emergency Procedures

10-Management Arrangements & Standards. Based on a risk assessment 

11- Key Performance Indicators (Health and safety performance monitoring) & Continual Improvement

HSE Plan must be Designed based on:

* Nature of the Activities of the Locations – Premises.

* The Significances of the Locations – Premises.

* Previous Findings / NC – Nonconformity (As per Old Internal / External Audits).
