Recommendations are quoted testimonials from your last employer/ supervisor/ teacher/ contact. These are very different from the names and contact details you mention as references.
Recommendations are more impactful as through these your contacts can readily vouch for your abilities, skills and experience.
You can request a recommendation (a short testimonial describing your work ethic, relevant projects etc.) from current or former managers, work colleagues, mentors, professors, study partners, or other persons that may help “sell” you to prospective employers. An icon will then appear next to your CV in the CV search results page for employers indicating yo have been recommended and differentiating you from CVs without recommendations.

when someone you know applies for the job, new employer may want some recommendations or u may call "how well u know this guy for relevant position". in such cases u may recommend him/her in such situations and company will prefer the recommended candidate
