It depends in some companies payroll is handled by Accounts / Finance department and in some companies its handling by HR department, the department which is handling payroll so they have to calculate and finance department has to counter check the calculation, then audit department.

HR department the reason is because HR department get notice time to time from legal
authorities about labor law .
