i feel Option C is more holistic in scope because by Quality Conformance all aspects get covered during QC/QA checks.
Option A is narrow in scope.
e.g. there may be requirement of one handle to be put in the vehicle.Now "meeting the specs" will imply the handle is suuplied.
But what type of handle?size?toughness?rigidity?hardness?These are also important.
Hence I feel option C is more appropriate.

Conformance to requirements are meeting specification
