According to AbuDhabi Economic vision2030 and Dubai strategic plan2015 the strategy is to increase the investment in export oriented sectors including heavy industry , transport, IT, tourism, Telecommunication, Electronics, Aviation and space and oil and gas. Much has already been achieved. Most probably these trends are not going to change till2021 and job trends remains same as they are now.

The field of Biotechnology specifically is relatively new in the Middle East and requires A LOT of funding and state of the art facilities. I know of one company only that manufactures biological products with biotechnology techniques, because I work there.

But Mostly you might find other companies that focus on agricultural applications of biotechnology.
