That command is used to define the IP address(es) of the TFTP server(s) (CME/CUCM) to download the phone configuration files.
Option 150 is the TFTP server IP provided by the DHCP pools in the DHCP servers.
These are used by the IP phones to get the information of the TFTP servers from where it can download required configurations.
