What is the purpose of conducting load test for piling works?

It is to confirm that the piles would bear the load they are designed to bear (structure that would be built on these piles) for the time period they are designed to bear the load for.

I dont know the answer of this quistion

piles load test ( double of design load) applayed for non working pile to confirm that the bearing capacity of the pile is more save than design load.
