An offshore/International/Foreign procurement officer must have the knowledge, skills and expertise as follows: 

1.  Fully understand the quotation of the foreign supplier in terms of quality of goods, payment currency, shipping terms

2.  Payment mechanism though a bank by letter of credit authorization. 

3.  Shipment process and shipment clearing from Airport or sea port and must be knowledgeable about the shipping documents and Incoterms. 

4.  A clear knowledge of Foreign exchange market and the currency fluctuations.  

So, the applicants for the offshore/foreign procurement officer position, must state their knowledge and skill  in CV on the above points.

   Sure, The CV either for local or foreign employers should avoid the fake information.  Also exaggeration over wich is real to be avoided too. Another important thing is to write the cv accurately and standard manner
