The penetrant that occupied surface and subsurface of the test material where spray out.
When the developer is sprayed due to lack of penerant the capillary action not take place. It tends to miss lot discontinue in the testing material.
The penetrant will remove with solvent and cannot find the cracks.
Liquid penetrant test is used for finding surface defect like open crack, surface porosity etc...so if we remove the penetrant by direct spraying of solvent instead of using a cotton then during application of development the chances of missing the defect will be more.
it may remove intruded amount of penetrant in the test surface due to liquid cans are pressurized
