Hello Russel
A good manager is a successful manager who achieves the institutios goals and targets, and who also master the art of securing the institutions future by building ties, relationships, strategics alliances in and out.
The success is always defined when the pre set goals and targets are met, and depending on how much are they met man can messure the success. Those goals are usually short term goals mainly in form of profit targets and cost reductions, this can say if a successful manager is there, but that does not mean such a manager is also good!
Here comes the long term goals and interests of the institution and how he sees it in some year ahead, then such a manager would be a creatively good manager. I see the long term goals are much important than the short term ones.
So a good manager is always a successful manager, but a successful manager is not nesserely a good one!
Hope I helped you with my answer based on my work experiances and also on what I already saw in many fields. Good managers are tough to find these days
