There is no best framework. It all depends on what you're trying to achieve, and if the workplace is willing to standardize on that specific framework

FuelPHP is good. Have MVC architecture. Template oriented. Have good ORM. Still improving.
I prefer Laravel .... whereas; Symfony is also better
As you mentioned PHP framework . My personal experience is always go with laravel. Laravel have the great documentation fro learning and huge community where you can find your solution during your development. You can choose Laravel over Symfony because it's use some components of Symfony.
My second choice is always Codeigniter It have very good user guide and I used CI from last 3 years It give us all feature that we want in our project.

To me Yii is the best framework so far!
Zend Framework is a good foundation for everything and can be used also as just a library of various functions. It is also the closest thing to be an "official" PHP framework so there are a lot of developers who know how to use it. It is, however, not a framework you would use to prototype something very quickly.
The best Framework PHP is Laraval.
