I have not work in Dubai before, but in general, Your resume must go to the right points clearly. Whereas some of those points are: Experience, Educational Level and Achievements.
In particular as (Purchasing) you need:
- Communication Skill - written / oral
- Time Management
- Excellent Follow up (in general)
- Negotiation Skill and Discussion
- Solving Problems
- Build a good relationship with the suppliers, customers and Colleagues.
- Having experience of Finance, Shipping, Logistics and Customs (will be an advantage).

2) Try to incorporate some of your biggest achievements into your opening profile.
3) Your ability to collaborate with suppliers, service providers, customers and negotiate win-win contracts to deliver the products and services in a timely and cost efficient manner is critical.
4) Become a Certified Procurement Professional (CPP) if you can and mention it in your resume.
5) It never looks good to take sole credit for achievements.
6) You should avoid using "I" frequently.
