Quality is vary important and it should be planned in planning process and should be assure during whole project specially while executing, but quality control is related to the product and it should be done after producing.

Quality control is applied from the start of a project with the conceptualization of a project engineering and the same applies to the completion of the project with the delivery of the Data Book of the work. This in the case of engineering projects and construction of facilities or infrastructure.

I would always start quality with planning, because by doing so, we are inculcating quality at every stage of the project, so that execution, monitoring and control are completed as per targets. Building quality is more important than control and assurance.

QC should start on the initiation process since this is where how the company will follow the procedure and requirements of the project they are going to complete and show it to the client or any stakeholder that will benefit from the company's commitment.  The company has to show how quality control will be implemented from the execution up to closing of the project and such documentation is under the QC scope where you have to provide during initiation process.

QC is always involve in the processes of initiating, planning, executing and monitoring for the FF reasons:

1) initiating- QC are involved in the start up of the project cause they will prepare itp, QCP, procedures, review document submittals and etc.

2) planning - QC knows the stages of work

3) execution - They works on inspection, testing.

4) monitoring - controls quality records
