Why do people post career entry jobs demanding for so and so years of experience? Also why do qualified people opt for under qualified jobs?

if its a career entry job its supposed to have less- or no experience. over qualified people undertaking under qualified jobs. creates no - less jobs for freshers or career entry candidates. why do that?. i hope th recruiters take some light on that.

Sometimes (this is what I think) recruiters may post jobs with very high expectations in candidates. This is I think to encourage 'star' candidates. My strategy is that if you have the matching skill sents but not the no. years required, go ahead and apply.
