Basically , If we are talking about Saudi in particular , we should understand Saudi's recruitment regulation first . the investor in Saudi yearly should send to the investment authority report stating the yearly profit , and accordingly they request to raise number of HC... This HC should include number of Saudi workers with specific qualification others wise it won't be approved.

Also , the more saudization stability inside the company , the more they are stable & this reflect on the forecast  HC . Also there are others things , however we can say these are main points about saudi.

After the announcement of  aim to provide job opportunities for an additional million Saudis by 2020 in a growing retail sector that attracts modern, local, regional, and international brands across all regions of the country.also aiming to increase the contribution of modern trade and e-commerce to 80 percent of the retail sector by 2020. This will be achieved by attracting both regional and international retail investors and by easing restrictions on ownership and foreign investment - All of this together will be an obligatory step for recruiters in the area to start developing their strategy recruiting talented calibers .

hope this helps
