Thank you for your invite. It is a very interesting question and as I percieve the role of Refugee Camp Management is very challanging. In my opinion the a good leadership method can only be evolved by a leader who has specific qualitities to undertake this responsibility. The leader must be sensitive to other people, showing respect to age, class, disability, ethnicity, family structure, gender, marital status, national origin, race, religion. Recognizing forms and mechanisms of discrimination and knowing how to take appropriate measures to prevent or mitigate them are at the core of a social work mission. Essentially, a good refugee camp leader possesses the cultural competence to work with people whose backgrounds may be different than their own. In other words a Refugee Camp Leader must have to be very compassionate in his conduct towards refugees.
The leader must have strong communication skills and be highly persuasive to get relief donations from the concerned authorities and organisations.
The relif material should be appropriately distributed for that the Leader must have very high level of integrity. I would like to involve refugees into cadres of management and allocate responbsibilities for the management of the camp based on their skills and competence. Hope my suggestion is found useful.
Refugee camp management / leadership is considered to be a project-based management. Such a manager should have the following qualifications:
1. The knowledge of the subject matter (knowledge and experience in the field of refugee camps)
2. Financial expertise - Knowing how to do fund-raising, capital budgeting and grant solicitation
3. Marketing expertise - Being able to manage marketing and PR campaigns to bring benefits to the camp
4. People management skills - Being an experienced manager / leader in other projects to know how to handle the staff working in such a camp.

camp management and governance' (CCCM) refers to standardized coordination mechanisms that may be applied both to refugee operations (through the Refugee Coordination Model) and IDP operations (through the CCCM Cluster). CCCM mechanisms ensure that services are delivered efficiently and that populations of concern are protected in camp or camp-like settings. (‘Camp or camp-like settings' typically include collective, transit and reception centres. Recent initiatives have explored extending the application of camp management methodologies to ‘outside camp' scenarios, including urban displaced and host communities.)Along with the wider humanitarian community, UNHCR does not advocate the creation of camps. It considers them to be temporary measures of last resort. CCCM supports other sectors in seeking long term solutions, while trying in the interim to uphold standards, and the rights and dignity of affected populations, effectively and efficiently.The standard CCCM model involves three coordination mechanisms, plus representative community governance structures for persons of concern. Each has specific roles and responsibilities. To avoid confusion and gaps in camp-based responses, it is important to clearly distinguish and agree the roles and responsibilities of particular actors. The three standard roles are:Camp Administration (CA). This role is usually assumed by national or local authorities. It involves the overall supervision of a camp response, including security of the persons of concern.Camp Coordination (CC). This role is usually assumed by UNHCR in refugee emergencies and in complex (conflict-related) emergencies. It involves overall strategic and inter-camp operational coordination, covering issues such as setting strategy, setting standards, contingency planning, and information management.Camp Management (CM). This role is usually assumed by a NGO partner or by national or local authorities. Where capacity is limited, UNHCR may also support or take on this role. It involves coordination of a camp's services and maintenance of infrastructure.In addition to these key functions, it is important to form representative committees of persons of concern at camp level. These enable persons of concern to exercise their right to participate and influence the design and delivery of humanitarian programmes at all stages.
I think the refugees camp has some special characteristics, it needs to be patient and try hard for preparing comfort.
and investments might not be enough.and the refugees might be from many different country with different cultures.
I think because of their special situation they need patient and flexibility and on the other hand since they are temporary there and they have different culture there is not enough time to adapt their behavior so need some forcing.
I prefer to assign sharp rules and among their ordinary life try to assign some experts to communicate with hem and understand their needs.
I don’t have any experience on this subject, but I know there are some Schools or Universities doing course for refugees management, just one among such schools are below.
Refugee:According to the UN Convention Relating to the Status of Refugees, signed by nations, a refugee is someone who has left his or her country because of a "well-founded fear" of persecution for reasons of race, religion, nationality, social group or political opinion.
The Health Emergencies in Large Populations (HELP) course is offered by the Johns Hopkins Bloomberg School of Public Health in joint collaboration with the International Committee of the Red Cross (ICRC) and the Johns Hopkins School of Nursing. For more than years, the HELP course has offered humanitarian workers an intensive training experience in public health principles and disaster epidemiology. The course was founded based on the need for humanitarian workers to acquire a holistic understanding of the needs of refugees, internally displaced persons, and others affected by natural disasters and conflict in order more effectively manage health crises in emergency settings.
First of all, humanitarian is the first and foremost requirement in any refugee camp. I would like to have a human being and not a manager in Refugee Camp, because a person coming to a refugee may have lead a luxury life or more comfortable life and due to some disaster without any mistake of his own would have resulted in such situation.
